You can bet on them trying to flank gun owners. They have been defeated , and pushed back more that they like, and efforts to Ban guns have only put more guns on the street, so if you can't control guns, go after ammo. I have said it more than once. Gun owners can no longer go along with, or negotiate ANY point with anti-gun folks. That includes "sensible" regulations, if there is such a thing. These people have found out they can't nail us a bunch at a time, so now they are trying to take us out one law at a time.

If you fight everything, from registration to background checks, it will keep the busy and spinning their wheels just to maintain position, and no time to gain positions. Gun Owners need to remember, that Anti-Gun people are not your friends, and have one goal in mind, no matter what they claim. Ban All Guns.

Personally, I agree with you completely. The intent of the original wording is clear in that the entire core must be of an "armor piercing" metal to qualify. The steel-core 7.62x39 mentioned earlier meets the definition, but M855 clearly does not.

I was simply playing Devil's Advocate and summarizing the BATFE's position from the letter: the M855 projectile has two cores, one steel and one lead. They are claiming the fact that it has "a" steel core (in addition to a lead core) means the M855 projectile meets the definition of armor piercing.

However, whatever my opinion, unless enough political pressure is brought on the BATFE (not likely, considering they are part of the Obama/Biden administration) they will eventually adopt the opinion as an official interpretation of the law and all manufacture and import of M855 will cease for civilian use. The letter will then remain an official interpretation of law unless and until someone decides to file a lawsuit, or perhaps until a pro-2A president pressures the BATFE into reversing the decision.
