I noticed (now legal) ARs with the AW Ban era "Restricted Military/Law Enforcement/Export Use only" seem to be listing for sale for up to twice the price of the same gun without the rollmark... are people actually paying a silly-big premium to have a gun with that stamp?! Would you pay more for it?

Anything that can be perceived to be "rare", especially if it is unique or noticeably different, is considered "collectible" and therefore more valuable to certain people. It's the same reason people ask more money for "50th Anniversary" versions of Ruger's 10/22.
Also, it may be considered neat to own something stamped "LE/Military Use Only". It could may certain people feel more important or something.
I personally don't think of things that way, but some people do.

no way would i pay more for an AR with the stamp. if anything, that stamp would make it worth less rather than more.
False prestege is the only reason I could think of. One of those "hey, look what I have", moments. Now, if those guns are mil spec, its a different story.

If they are mil-spec they are going to cost $20-30K. M16's are not cheap.
