Shooting range idiots again (rifle, deer, bullet, carry)

I was at the Cecile webb shooting range today 8/12/2015, some fat ass middle aged idiot stood back as his kids ran down range with out really clearing the range and on old man walked up and put his wrest on the bench. This fat ass and he was about 75 pounds of a belly hang over started to scream worse than a Marine drill sergeant so much that every one jumped a bit. First off the old man did not know the rules and he was not loading a gun. It would have been just as easy to run over and tell him that there were people down range and that he was not supposed to go beyond the red line. He was obviously some short authoritarian ass-hat how gets off to power surges. The old man was stunned when he screamed so much that he froze and the guy upped his scream for about 45 seconds till the old man snapped out of it and stepped back.
The range lets shooters self regulate on the rifle range for the most part. Most people are very cordial and will say don't go over the line when its a cold range ect. Even the range officer after the fat ass left came down to see how things were going and another older man came is and was setting up when someone was down range and did it correct, he said Sir when someone is down range please don't go over the line or handle a gun. The old man said Ohh sorry no problem. Anyone else have this kind of problem at CW shooting range?
I just go to the national forest. I'm surrounded by over 1million acres of it. I can shoot as far as I want, as fast as I want, when I want and what I want to shoot at.
Wouldn't it make sense for the range to have ALL the rules posted prominently all over so there is no question of "etiquette"? Simple solutions are just conveying information to users.
Unpossible! Everyone knows that anyone who can buy a gun is a great person with excellent morals and social skills and should be able to carry a gun around to protect from the "bad guys".
