If it is a 1:7 twist or slower, I would go with 62gr. or heavier. If it is 1:8 or faster then look into something like a 55gr. bullet.
The steel cased ammo is alright. Just be careful not to heat up the barrel and leave a round in the chamber, if the gun cools just a bit the case will be stuck. This is caused by the heated action melting the lacquer coating commonly found on steel cased ammo. When you let a round sit in the chamber while you wait for your shooting Buddy to finish up so he can shoot your rifle, that case will be tough to get out. I've seen it on MANY, MANY rifles. It has happened to my Son's DPMS, my Spike's Tactical, my Buddie's Rebel, and another Friend's Ruger. It doesn't take long for this to happen. If you keep this in mind you should be fine shooting steel cased ammo, especially if you are not going to be reloading and needing the brass cases.

As for scopes I would say shoot your rifle with a "good" set of flip ups at first until you are comfortable with it. Then decide what fits your needs. Me, I shoot a 3-9x40, with a secondary red dot mounted on top of it for quick access shots. The 3-9 gives me the ability to shoot accurately out to 350 yards, and the red dot works for "close-up" work.

Alot of AR snobs will tell you that the rifle is too good to throw on a $100 scope. I don't believe there's a reason to use a $1500 scope unless you've got the cash to burn.

I built my AR from parts assembled across the Internet from Various places for around $600. The only scope I can afford is the UTG bug buster (well under $100) which I happen to already own.

I dont think anyone is saying a 100 scope is bad, even though many cant handle abuse, drops, holding zero etc. Many vortex scopes are cheap yet awesome. The rifle itself, if used as a battle rifle needs something a little more durable than a cheap quality scope.
But, its your rifle, do whatever you want, thats your decision.
My second AR is being built with blem lower, and PSA parts.. The milspec trigger is crap compared to my Geiselle, but will work for what it is intended.
AR 15 are a gun enthusiast dream. Easy to build, operate and maintain at any level.

Why would you want a scope on a short range rifle? Learn to shoot with the stock sights and possible upgrade to a "three dot" system.

I like my BSA Sweet 223. 6-24x50 with mildots. Not terribly expensive.

It depends on the individual barrel. My 1:8 hates 55gr and grudgingly likes 62. The most accurate in mine is 69gr.

Gunbot and Wikiarms are good sites to see who has the cheapest ammo. Slickguns is also good; right now they are showing 1000rd of Wolf Gold For $308 at Sportsman's Guide. Free shipping, too. That's a really good price on brass cased .223.
