How is the area, is it at a higher risk for breakins, than say Kempsville or Norfolk?

Check out some crime mapping tools and play with the data a bit (dates/frequency, etc.) until you can judge for yourself.

E.g. Portsmouth, VA Crime Map - Showing Crimes in Portsmouth - Crime Statistics, Alerts and Reports - Crime Stops Here

And just on my own, I'd say that anywhere six blocks in any direction from the main drag (except into the water), crime goes up.

You can also go the Virginia Beach Police website and they have a similar tool, a bit more detailed.
