We have a vehicle that is not running, I honestly forgot about it and didn't pay 2014 personal property taxes on it. I don't even remember getting a bill, isn't one filed with the paid bills. Rec'vd a letter from dmv in May regarding a registration renewal hold on a seperate vehicle. 1 of 4 we own, the one I didn't pay taxes on I can renew no problem. When I called the city I was told the reason and then told I wouldn't be allowed to renew until 2015 taxes were paid too. Now mind you they were due 6/5, which at the time I called they weren't due yet. Can they legally do this?? I've paid the 2014 taxes and have not paid the 2015 mainly because I'm really ticked off at the situation. Do I have a leg to stand on and a way to get my registration renewed before it expires? I will pay my taxes, but at this point it's a matter of pride for me.

I don't know if they can legally do this. But it's not worth fighting them over it. Pay your current bill. I understand pride. What the city did isn't fair. Get over it and move on ---- just a suggestion. Your time and peace of mind are worth more than having a petty argument with a locality that holds most of the cards.

You said you didn't pay your 2014 taxes in the first line and yes they can do it. They have to have a way to collect the money.

From the Va. DMV website:
Virginia Department of Motor Vehicles

Personal Property Taxes and Vehicle Licensing Fees
If you have been reported as having delinquent tangible personal property taxes or unpaid local vehicle licensing fees, your city, county, or town can prevent the reissuance or renewal of registrations for all vehicles you own and co-own. If you are affected, it is your responsibility to contact the local Treasurer or Director of Finance that reported the delinquent account to pay the amount due, before you can renew your decals with DMV.

I didn't pay 2014 taxes on 1 of 4 vehicles, the other 3 were current. The vehicle the treasurer placed the hold on is NOT the one I owed 2014 taxes on. Funny, I could renew the registration on the vehicle I didn't pay 2014 taxes on...but not the one I didn't owe taxes on. FWIW, I went ahead and paid all the taxes. I've never dealt with anything like this before and was looking for insight. I understand the city has to have a way to collect their money. It would've been nice to have rec'vd a bill at some point prior to this whole mess. I would've happily paid it. Though my understanding is Chesapeake has a seriously out of date system, shame with the extremely high taxe rate they can't upgrade to a more current program.

Easier than what they do in Norfolk. They have other tactics. And they don't always send a notice either. They also have tactics for collecting library fines as well.

I had pride. As much as they care about vehicle registration around here they're very lax about telling you, but they will definitely make you pay up once you want to get it renewed. And don't move from one city to another, you might get bills from both cities.

Unfortunately they can do it. If you push it too far without paying, they will serve you with a warrant in debt and you'll find yourself in civil court over it. If they obtain a judgment against you, they can potentially garnish your wages to recover the delinquent taxes.
