Sorry for sounding defensive but wanted to clarify:
From what I understand the Hampton Roads region consists of nine independent cities: Chesapeake, Norfolk, Portsmouth, Suffolk, and Virginia Beach cover the Southside of Hampton Roads while Hampton, Newport News, Poquoson, and Williamsburg reside on the Peninsula.
From VB Schools press release it states : "Virginia Beach
led all other school divisions in Hampton Roads in scores for reading, math and writing. The 2016 scores are also the highest for the division since 2005, the last time the SAT was previously revised".

I don't think you sound defensive at all. Most of the time the data is either skewed, or presented deceptively to sound favorable. Virginia Beach especially is like a petulant child; "Oh, you did this? Well, I did it SO much better!"
The city very much has a Napoleon complex.

FYI I sent a request to the person in VB schools who issued that press release. She hasn't responded as to why its inaccurate.
