Default Best "Affordable" Camp Ground in VA Beach??

My family will be camping in VA Beach over the 4th of July, and we're still trying to decide on a camp ground. I need it to be CHEAP, but nice ... am
I asking too much??

Three I have in mind are:
First Landing State Park (not enough for the kids? -but "peaceful" for me!)
Holiday Trav-L-Park (no camp fires allowed) but LOTS to do & cheap!
VA Beach KOA, seems really expensive, and I even have a KOA card!?

Any way, please advise!! I have a toddler and 3 teens that will be going.

If you want cheap I would stay with First landing, it is right on the water. The other two are across the street from each other, but your kids would see water parks, golfing, trolley to va beach boardwalk and amusements, could cost you money

I would say Holiday. I go there at least once a year. Several pools, farely well maintained, and short distance from Ocean Breeze,Marine Science Museum,and two of the better beaches Croatan and Sandbridge. I was there late last fall and just about every site had a campfire,unless it has changed for this year.
