The Hampton Roads area currently has three round-trip Amtrak services going up to DC and beyond with two round-trip services going through to Newport News via Williamsburg and one round-trip to Norfolk via Petersburg. Starting on March 4th, the schedules will be retooled a bit to get an earlier arrival time for DC as well as an additional roundtrip service from Norfolk.

Here's a link to a pdf of the new service plan.

They have to build the track to Norfolk first. More likely that Norfolk's light rail connects into the Amtrak in Newport News before that were to ever happen.

There are already connections available from the South to NFK via RVR (Richmond Staples Mill Road Station). You just have to book the right Northeast Regional train number (I believe the current one is 95).

You'll be backtracking for the 20-ish miles from Richmond to Petersburg, but at least there's no bus involved.

Here's a news article that states that some improvements were made on the portion of a rail bypass for Acca Yard which should somewhat improve speeds for these runs and greatly improve reliability.
