We just moved to West End area and I'm looking to take the family to a beach, doesn't have to be VA beach which is about 2 hours from here. Any other good options?

Sandbridge VA is a good alternative to VB if you prefer quiet. Outer banks NC if you don't mind the longer drive.

What do you mean by "best"? Pretty and relaxing? Good waves for romping? Or lots of activities for children?

Is Chincoteague the only accessible beach to get to the waves of the Atlantic on the Eastern Shore (Delmarva peninsula)? Are there boat charters to take you out to some of the off shore barrier islands? I got the impression that most of the beaches are reserved for the birds in that part of the state.

As in "Best" I mean't best option outside of VA beach.

Do you mean the most like Virginia Beach but not Virginia Beach? What constitutes a great beach for you?

If you can live with a bare bones beach, I’d look into Buckroe Beach in Hampton. Not going over the HRBT would save you an hour right there.

Yep.

There's also a beach in Yorktown...but it used to be a little small. Not sure how much development has changed that.

You are probably thinking of the National Seashore beach on Assateague Island. Chincoteague Island has the town. There are beaches on Cedar Island, which can be reached by ferry or Route 12. There is also a nice beach on Tangier Island, which can be reached by ferry, however, there are no amenities there such as toilets. There are multiple beaches at the southern end of the Virginia eastern shore.
