it's called a "starter line" for a reason. It took Nova 20 years to build their transit system. You have to start somewhere, and it won't happen over night. The new midtown tunnel will include a tube for light rail so it can be run into Portsmouth. There are already public meetings being held discussing the next extension which will run to the naval base. These things are happening, but it takes time.

They could easily use the RR system that runs along Bonney Road. We were looking at this the other day on the city map. If we can prevent 1500 cars from having to travel the interstate to the base, that would be awesome!

That's the plan. The thing that's really been holding this up is negotiations with Norfolk Southern. Va. Beach has been trying to purchase the ROW for about 2 years now. The problem is, NS wants the Beach to purchase it at a price that is twice what they quoted Norfolk, and the Beach isn't having it. Whenever they can see eye to eye on the cost, you'll see all of this start to move a lot faster.
