I live in Ghent. My 1 bedroom apartment is $800/mo. As far as expenses go, you're pretty much exactly on target.
-I have a cell phone, which runs about $35/month.
-Internet is another $25/month for high speed (Cox)
-Heating is free in my apartment, so my electric bill is under $15 until I put in the window a/c units, when it jumps up to about $45/month. No idea what the price would be like with central a/c.
-Water is included in my rent, too.
-I'm just one person, and I cook a lot, so groceries and eating out is about $200/month for me. It's really easy to eat out a bunch when you live in Ghent, though, so if you have the money, that might be something to add into your budget.
-Cooking gas is about $15/month for just the hookup.

Let me know if I can answer any more questions for you. I moved here from Boston, so living expenses here seem reasonable...

Aww I am slightly jealous you have a stove and oven Julia heh.. On that note, make sure your place also has a working stove/oven!
Or you will definetly be eating out a lot or BBQ-ing (I do love cheeseburgers though).

Be advised it is a violation of the City’s zoning codes to rent out another living unit in most or all single family homes here in Ghent.

I could live off BBQing if I lived somewhere that stayed warm year round. Heck, I even know how to bake a cake in a BBQ. mwahahahahahaha
