Question State inspection places

So...it's coming time for my state inspection to be renewed. Problem is the guy I used to go to moved to another location (way too far for me to go). Last year when I renewed I got hit with the magical "your headlights need adjusting," which cost way more than it should have.

So, can anyone recommend a car place that does state inspections that will not charge me for some B.S. like wiper blade issues, "dirty" headlights, etc.? Preferably in the Kempsville/Greenbriar/Military Highway/Indian River Road (haha, how vague) area..??

I just want to take it to a place that is honest.

They charge you extra if something is wrong? The guy I usually go to is just charges the state inspection amount, and if something is wrong you get a rejection sticker.
