Inside most city limits the limit is 4 adult dogs. I cant find anything on the county. As mentioned in other post above your best bet is probably in the country....anywhere south of VB towards North carolina.

Thank you. I think Isle of Wright county is OK with 8 dogs as long as we are not in the cities?
Are there any advantages such as state, local, etc. taxes to work in Norfolk but live in North Carolina?
