yeah, unlike in some other states, VA requires a license plate on the front as well as the back

Virginia is not the only state either that does this. I don't know about the rest of the country, but most northeast states require it as well I believe, except for PA.

Apparently, most states require two plates according to
this website . It's mostly just the South where this is not common.
(Actually, this is a surprise to me. I just looked it up after reading this post. I have lived in TN, GA, and NC before --- all single-plate states.)

It's very simple. There are 2 plates this way the guy you run over can easily read your plate number as you are backing up away from him!
