The county sells tax foreclosed properties every year. Notices are published in the local papers a month or two beforehand. The available parcels are also listed on the county website. The properties are sold to the highest bidder on the courthouse steps in Kailua or Hilo. I believe you have to appear in person to bid. They accept only cash or a bank-issued check for the full amount. There is 1 catch, the previous owner has 12 months after the sale to pay off all debts, (including your purchase price) to reclaim the property.

Also property taxes in Hawaii are so low that on a vacant lot it's easy to pay the taxes and exercise your "right of redemption".

There can be very good deals on the tax auction and they are usually twice a year on the Hilo side. Again this is for land only. Auction for foreclosure property are usually done by the mortage company and they are posted in the classified ad section of the paper on a regular basis.
The tax auction are usually people on the mainland who have lost interest ,for whatever reason, in the property.
