Based on a quick MLS search:
Leaving out Kawaihae and Waikoloa, there are currently 46 parcels of land available in South Kohala (TMK 3-6-2,3,4,5,6,7).
Using your parameters of 1-2 acres with county water, these were the results:
$3,800,000 62-3464 Hoolani (Mauna Kea Fairways North) 1.28 ac
$575,000 Na Hale Hiku (Waimea Homesteads Lot #:7) 1.01 ac
$569,000 66-1500 Ko Uka Pl (Sandalwood at Waimea) 1.01 ac
There is a subdivision with 10+ acre parcels that are priced starting at $499,000 with private water. There is another subdivision with two parcels available that are just over 10 acres and have county water "at the highway". These are priced at 799K and 800K.
Plently of lots under 1 acre. Currently, lowest priced is 8,000sq ft at $179,000.

I believe some of that property is Hawaiian Homelands (need to be more than 50% Hawaiian).
