It was probably some personal issues in the man's life. Maybe proper screening would have denied him access to the data center in the first place. Very few people in the midwest actually enjoy winters here, very tiny minority. I think it s stretch for someone to think Hawaii is not part of the US. Although, I was repeatedly shocked by the number of idiots that were on the Jay Leno show that didn't know what county that was immediately south of California, was Mexico, they had no idea at all. However, the same people knew everything about Britney Spears. So, it's sad to say, that people can actually be that stupid. Some people seem to work as hard as they can to maximize their stupidity.
I think the larger issue no one seems to be talking about anywhere is, if the air traffic control data centers are so important, why don't they have redundant data center sites? Large corporations have redundant data center sites. When the data center was lost, they should have switched over to their backup data center site. Since this problem has already happened once after this incident, the top management are derelict in their duties if they do not immediately establish redundant data centers for all their sites.
Along the same lines, all airliners should be required to have real-time satellite tracking that cannot be disabled after the Malaysia Airlines flight 370 went missing. Major mistakes should not be repeated. People need to learn from the past to improve the future.
