Kihei weather (Kahului, Lahaina, Kapalua: houses, to buy, living)

My wife and I are moving to Maui in a few months and we're looking at 2 houses right now to buy: 1 in Kihei and 1 in Napili. We've spent a lot of time in the Napili area over the last several years but none in Kihei so we're curious about the weather there. For years I always heard Kihei referred to as "the desert" because it almost never rains there. I wonder if this is really true or if it just gets somewhat less rain than Napili. My wife is also concerned about the wind so I wonder if someone could fill me in on these 2 items.

It's kind of funny on Maui, Westside folks think Kihei sucks, Kihei folks, old timers, such as myself, think the Westside, Lahaina all the way to Kapalua, sucks. Napili definitely gets way more rain than Kihei, did the Napili Villas project out there and got rained out on a fairly regular basis. But when it rains in Kihei, it doesn't exactly screw around, I mean, IT RAINS, UA NUI!!!!!!!!! That storm last month was one for the books!!! Big problem living on the Westside is that the one lane in, one lane out is closed fairly often due to accidents, fire and rockslides, so you if you're coming or going you can be stuck in traffic for hours. Problem with Kihei is way too many people, not enough roads, and no improvements in the near future, so, stuck in traffic once again. Given the choice, I'ld move to Kaupo or Ulupalakua, go grocery shopping once every two weeks, sit on my lanai and watch the day drift by. Course you'ld need plenty kala, money, to do that, as the drive into Kahului is a long one.
