I don't personally know of an Eco-Dome on the Big Island, but that does not mean that they aren't here. You would likely have to put one of these in a subdivision that does not enforce CC&Rs. Most of the subdivisions that do have (and enforce) CC&Rs require larger footprints...Nanawale Estates, one of the subdivisions you are likely looking at (lots selling for 10K-15K) has a minimum requirement of 880 sq ft.
Out of curiosity, I called the contact number for King Domes Hawaii : Pacific Dome Sizes (broken link) to ask if they have any Eco-Domes on the Big Island. The person who answered the 800 number said he believes there may be one under construction but was not sure where. He also said he is just a contact person and could not give me a phone number for someone to speak with who would have more information.
There are pleny of subdivisions where CC&Rs are not enforced, but you will definitely want to visit and check them out before deciding where to buy!

If anyone could help me that would be wonderful...I had some questions about HOVE...I know this thread is mostly about Puna but I though someone may be able to help me out...
What I would like to know: are the extra wide lots better or are the speghetti lots better?... and what is a bubble cave? and do I want a lot with one on it?

It depends on what you mean by "better". Some people like the deeper lots because no-one can see their house from the street. Others like the wider lots because it gives them more space from their neighbor. Prices are so cheap in OV, I'd buy a couple of long skinny lots and have the best of both worlds.
I've never heard of a "bubble cave" but if it is a lave tube, then you probably don't want it. I saw one lot with a collapsed lava tube, and most of the lot was a huge hole in the ground. I guess if the lot was big enough, having a cave on one piece may be fun.
I certainly hope that you would never, ever buy property anywhere in Hawaii sight unseen. And especially in OV! (see above comment about the lava tube). You want to make sure your lot is buildable, and you want to see if your neighbors have ten rusted cars in their front yard.

Thank You for clearing up the "lot" thing...here in our city in OR the lots are the same size 25 x 70 so one needs at least two to build on...
Thanks for the good info and advice...it will be some time before we can book a trip to Hawaii but we are working on it...

Look up about 4-5 posts from yours. Cynmkolohe is the poster. I do not know for sure if Cyndi or Cynthia is a buyer's agent in particular, but she has been MOST helpful with informaiton online here and very friendly. If she isn't the one, she would send you in the right direction. Aloha.

If you are looking for land in the Hilo/Puna region, I would recommend Stacey over at island-trust properties. She was very knowledgeable about the area and I got all of my questions answered about everything (I can be quite anal sometimes) before I made my purchase.

leilaniguy recommended Island Trust to me so I researched all of their agents before finally deciding on Stacey.
