The problem with that? I'd be fine with users and sellers arrested.

Hawaii is the easiest state to ban smoking - you can't exactly drive it over from another state.

Black markets fund the criminal element, the organized criminal element. They would own you in short order. Their power would be overwhelming.

Perhaps I could invite your attention to a period of time in our history where such a thing was tried. It was called prohibition, and it fueled organized crime like nothing else ever did.
