Kailua beach - yeah, dogs are allowed. Mine goes there all the time, and there are always others around. The best info on the where & rules for dogs on beaches is the Hawaiian Humane Society:

As for rental: Work with an agent. It made all the difference for me. There are places with no limits on number and no limits on size, but they're hard to find. We have a 50lb dog and two cats, and we found a great place. But we didn't have a lot of luck with Craigslist. You can also pay for a one-month subscription to PetsOK.
