Default Hawaiian Beaches subdivision

Is there a "leash law" in Hawaiian Beaches/Pahoa/Puna/Big Island? Sick and tired of these dogs wandering and their idiot owners not making any effort to chain or contain them. When you ask if they are supposed to be on a chain/leash, the owners look at you like you said you wanted to put them on a spit and roast their pitbull "why, nobody walk by here!".
