I'm pretty sure Ainaloa would have some sort of community association with the usual CCR's and dues since they have community roadways to take care of. Most of the big subdivisions which were made decades ago in Puna are required to have community associations because they all share the roads. The County does not want to take responsibility for the roads in those subs. The developers got permission to sub-divide providing the County would never have to fix the roads in the subs so it isn't likely the County will jump in and take over any time soon.
