Do any of you know of a Part D Prescripton Drug plan which is cheaper or similar in cost or slightly higher than the inexpensive Humana/Walmart Part D Prescription Drug plan which was $15 per month in 2012 and will be $18 per month in 2013, with a $325 per year deductible?

This Humana Part D plan is the least expensive plan I have found.

Are there any other Part D plans which are low cost such as $28 per month or less?

Don't worry about what is available in various geographic areas - if you know of an inexpensive plan, please post it and I will check for geographic coverage.

I have it and am satisfied with it. Don't know of anything cheaper. You can pull up the websites to compare plans.

Use the medicare.gov website and plug in the drugs you use. It doesn't matter who has the lowest premium cost--what matters is the total cost--premiums, copays, deductibles. For example the Walmart plan has a $325 deductible--so if another plan costs $25 more a month but has a zero deductible that would be about the same total cost.

But the AARP MedicareRx Saver plan is about $15/month, in my area anyway.

Not only do you have to look at the cost of the plan, you also have to check and see if the plan even covers the particular meds you take. My in-laws found that many of the plans out there did not cover some of their meds, the Humana Part D plan did indeed cover all their meds and was the cheapest. They hated leaving their private pharmacy (which they used for 40+ years), but the Part D plans associated with that pharmacy were quite a bit higher.

Elan,
The Humana-Walmart plan may cover all of the drugs your parents are currently taking, but the burden is wondering whether the plan would cover drugs or expensive drugs which they might need in the future for a serious illness, or what monetary amount would the plan cover for drugs needed in the future, and how much money your parents would need to shell out for future drugs under the plan for a serious illness.

Not sure there is a good answer to those questions.
