I had to call the Blue Shield service number which is the 888 "Customer Service" number on the back of the card.
Unbelievably, I got some guy's answering machine and he said, "This is Joe, I missed your call, leave a message." And I checked the number twice also.

I first called the 800 number on their website and it rang forever, although it's business hours.
