It's appropriate to wait 15 - 20 minutes. After that, barring an emergency, it's just rudeness and inefficiency to keep your patients waiting over an hour.
I had this issue a long time ago, explained to the doctor and office manager that I liked the practice, but my time was limited and valuable, so this was unacceptable and I'd be going elsewhere if they couldn't do better. They both admitted this was always a problem there, apologized, but didn't know how to fix it, so I left and found a practice that respected my time. My current doctors do a great job and the wait times are nil. You don't have to put up with this nonsense. There are a lot of doctors who run a tight ship and are on time. This is simply bad management and lack of respect.
