I fill up my water bottle all the time from a water dispenser at work. No parts touch each other. Filling my own bottle sure beats making 25 trips per day to the water dispenser, or going through 6 disposable water bottles each day!
You don't want the part of the bottle that touches your lips to touch the dispenser. If the water is simply falling into the bottle...what's the problem? None!

I totally agree: I just don't see a problem. Do I do it? On occasion but not often. when I see someone doing it I am not bothered at all. It is no different than drinking out of a water fountain as long as you don't let your lips touch the fountain.
I always reuse any plastic bottles I have. I keep 2 or 3 in my truck filled with water from my tap.
I hate if I have to buy my water to drink. Not only that, but I also know where my waters coming from, as we have our own well.

I think it's a waste of money buying water when it runs clean from your own tap.
That has been the policy for some places I've been to. They've put up signs asking people who fill up their water bottles to please fill up a cup, and then pour the water from there into their bottles instead.
Yes, I've seen people drink from water fountains by putting their lips right over the spout as if they were drinking through a straw, so it's not like that's necessarily sanitary. However, it can be a roll of the dice with the topic... when somebody puts the spout into their water bottle, one person who licks the inside of their water bottles can now be spreading germs.

I feel I'm missing the point here.

Those are 2 separate cases.
Folks drinking from the water fountain by covering their lips right over the spout. TBF, some of them barely shoot out of the stream
When you have spouts that empty the water straight down, that's where folks stick the opening of their water bottles into for refilling.
especially when many nations don't even have clean drinking water...
