Most likely because those already infected didn't need the vaccines, their immune systems have already gone into action building antibodies and other immune substances to fight the disease in question.

Do you even know the purpose of vaccines???

The article linked in the OP was pretty general in its details about the prospective HIV vaccines under these days. Still sounds as though there are too many kinks yet to be worked out for any of the vaccines to be offered to the public any time soon. They're still looking for good groups to participate in clinical trials. And the researchers quoted in the article DID say they were optomistic. They didn't say they were ready to party!

How about the little kids who found syringes and needles in a neighborhood park in the next city over from here?



Or, police and fire having to put up with finding needles and syringes in the normal course of daily business.
