you have to apply basic Vaseline with in 15-30 minutes after showering or bath to lock in the moister that is on the skin. Once you let the skin completely air dry it is not as effective.
other natural remedies are Aloe and Corn huskers, apply them and put Vaseline on top of them
Mineral oil can be absorbed in to the skin and that is not as good as some thing on top protecting your skin. And of course it may have been mentioned, but drink water, if you look at the first ingredient in balms ,salves and lotions it is usually water.

Coconut oil . . look near pharmacy among the nutritional supplements at WallyWorld. The container is about the size of an aluminum beverage can. It is solid during cooler temperatures (liquid in summer). Scrape with fingernail and apply . . body heat will melt it. Microwave container to liquefy and pour some into a smaller wide top lotion jar.

Oh get some CREAMY petroleum jelly! I find it not as 'sticky' as the regular. And the cotton socks on afterwards too!

She might want to lightly wash her feet with some apricot scrub too, to get some of the roughness off too.Good luck to her, this winter, dry climate here in Kansas plays havoc with my skin too
