The military effort also had a propaganda component. The troops sent to Russia were accompanied by Signal Corps camera crews to bring back images of American boys going to war against communism.
The fighting was long remembered in the Soviet Union. It cemented Soviet distrust of the West, creating suspicions that eventually helped fuel the Cold War.
The number of troops involved was very few - a few battalions and all on the periphery. Restoration of the Tzarist regime would have required a much more significant commitment. The only exception might have been the Japanese mission - they occupied a fair portion of the Russian far east, had a sizable contingent, and stayed until 1923 (IIRC) so they might have had some imperial ambitions. But other countries (the US, England, France) had very limited aims.
The depots did not fall into the German hands.

I'm not surprised. This is not quite as crazy as Operation Unthinkable but still pretty far out there. Winston is probably the very definition of "Russophobe".

Winston wasn't a Russophobe, just an ardent anti-communist. He recognized the threat communism represented very early on.
