No, he was white.

To clarify, his last name is shared with a famous political family though he is not related. He went by his middle name, which is the same as a well known industrial family, to which he was a distant relation. This industrial family is associated with one product in particular, well known out west but actually manufactured in Philadelphia.

Hint: Superman plays a role in his story (for real).

I was originally thinking Strom Thurmond though he was the Governor of SC and he did have very unorthodox views on civil rights though no relation to Philidelphia.

That's the guy. After infiltrating the KKK, he leaked information to the producers of the Superman radio serial, which became a plot in the program.

Stetson hats, despite being associated with the west, were originally manufactured in Philadelphia.
