Why is the Sino Viet War of 1979, and the Border Conflict from 1979-1991 not placed under the same umbrella, and considered part of same event?

Only in what they call and think of as the first conflict. If you read about the second and third ones, that I think should be merged with the first conflict, the PLA more than makes up.
