Both Charlie and Susan had parole officers even though they never were granted parole.
The link to the CIA MK Ultra programs was through Louis Jolyon West who presided over the government's brainwashing programs during the Korean War, taught psychiatry in OK and ran studies on hippies in the Free Clinic which Manson and his "girls" frequented.
He is also the man who did the psychiatric evaluation of Jack Ruby for the government. (It gets strange. They keep their own close.)
In prison Charlie had participated in psychiatric testing and study.
I remember when you wouldn't have found an American citizen anywhere who would have believed the government was experimenting in mind control. Conspiracy theorists! Now you are simply poorly informed if you don't recognize that fact.
The main concern for researchers was investigating the real motivation for the Manson murderers. He was a man more deeply embedded in Hollywood culture than what some people know. Remember he was a pimp and was known to provide underaged girls to the rich and famous. That makes his connection with Polanski even more questionable.
I was an adult when all this happened and have watched the case go from a simple problem of, "Those danged crazy hippies. That culture is worthless," which was useful to the government, to a story with many implications of government interference in the lives of citizens.
I guess it's what much of the antiwar culture of the Sixties was saying to begin with - that the government was up to some shady work.
I've been interested in the long strange trip myself and appreciate the more credible articles I've read through the years that add pieces to the puzzle that may never be solved.

He had a wife like 30 years younger than him. Their child died in an accident during a filming of a movie. The night after his death they went out to eat. Very strange behavior. Pauluskus let the Byrds use his studio to practice. David Crosby of the Byrds could not play when he started. Session musicians played his parts on record until he could get it right. Crosby has long been speculated to be some Gov psy op agent. He is from the Prestigious Cortland family. All of a sudden music clubs were all over LA. It seems like design. Then came Neil Young, Stephen Stills, Frank Zappa, Jim Morrisonj, and many others, most of whom came from military families. Coincidence. They all moved to Laurel Canyon. Again Coincidence? Manson came in and took the place of Pauluskus who faded from the scene. He hung out quite a bit with Mama Cass who had major criminal connections. All of this can researched in Strange Scenes from the Canyon by Dave Mcgowan and also Charles Manson and the CIA by Tom O'neil. That's just scratching the surface.
