I think its a british ship, going back to the revolutionary war. Old Ironsides is second, I think.

Don't forget the Niagara which still sails around the Great lakes and is berthed in Erie, Pa. I toured that ship but I'm not sure its still commissioned. I think its technically a museum.

"OLD IRONSIDES" is still a fully commisioned WarShip. She has a full complement of Navy Sailors and a Marine Guard when she sets sail under her own Power.

Ice Tea might be right, the Royal Navy claims that the HMS Victory is the oldest commissioned warship and is in fact the flag ship for the RN's Commander in Chief.

While the HMS Victory is older than the USS Constitution and both are still commissioned, the Victory is in permanent dry dock, and thus does not qualify by the OP's criteria that it be sea worthy. I am also not sure if it has a full complement of men and officers.

I kind'a doubt the Constitution has a "full" complement of sailors, that would be what, 300-400 men?

450 to be precise. Today's crew consist of 55 sailors and no Marines.

The last time she sailed she Did have her MARINE guard. Look it up. A full complement of sailors and Marines at that. PS not say you read here
Some of her main battery still speak aloud.
