I think that this discussion needs to be broken down to time period and type of weapon. Looking at weapons development, one needs to take into account the type of battle being fought and the tactics used. Historically, tactics have always been a generation behind the weapons used by the combatants. The War Between the States being a prime example of this, and they STILL hadn't adjusted properly in WW1 which is another good example.

I see few similarties between the weapons used in the War of the Rebellion and those used in the Great War.
I think good tactics were developed during our civil war but the troops were often poorly trained and led. Well motivated and led troops could certainly cope as is shown by the final successes in 65 of the eastern armies under the aggressive leadership of Grant and his commanders---Sheridan and Ord, and the new crop of very capable corps commanders---Humphreys, Griffin, Wright, Parke and Gibbon.
Thomas cracked the nut in the west with midwestern troops that were well led and had superb morale and don't forget James Wilson and his 19th Century version of panzergrenadiers.
