I buy lots of movies on ebay and noticed some sellers say they have several of a certain movie but they say they are NEW [not sealed]

If they are new why did they open the wrapper? I also notice the piece of paper with the scene selection listing is missing? Do the sellers get them cheaper that way or something?

If they are not sealed they should say "like New" instead of "Brand New"

My thought is they open them to get the digital movie code and then sell on the DVR as new.

Yeah mostly the digit code probably. Also, concerning the chapter selection insert, I'd say most companies don't even print that anymore. You'd be lucky to even get a case that isn't a cheap eco case.

A long time ago I would buy CDs that I wanted, rip them and then sell the original on Ebay. Once I resold one for more than what I paid. You can't give CDs away anymore unless they're rare and out of print.
