I ask not because I disagree with a rough and tumble hockey tradition. I ask because fighting in hockey has become such a waste of time. There seems to be too much if this weak sauce going on.
Meh, one does wonder if it's not allowed in any other sport why should it be allowed in hockey. I don't think it's allowed in the bone crunching sport of Rugby.
But the OP should know that question is a non starter, why? Because it's TRADITION. End of line.

Fighting in hockey is a tradition. The b.s. Avery style of jersey tugging and swatting at the air is nothing but a waste of time. If this is what the NHL wants to call fighting they should just do away with it because it's not even entertaining, it's a joke. It's so fake and staged.

I guarantee that most are not fake and staged. There's a lot of emotion running high out there. It is the most physical of all the pro sports in my opinion. And even if it was fake and staged, who cares. America loves that sort of thing regardless. If they didn't, pro wrestling wouldn't be a multi billion dollar a year industry.

It's not faked or staged. You're basing your argument solely on the fact that Avery doesn't fight very well (by that logic, the NHL might as well do away with goal scoring too, as he's not very good at that, either). I think if you watch some more able fighters your opinion may change.
no,they should not.
They should however ban the instigator penalty and let the players police themselves.
