what to do with old stucco.. (vinyl, paint, texture, windows)

my house has a stucco exterior, but it must have been done a long time ago since it has cracks (most have been patched at some point but looks like crap), patch spots all across where they must have done blown in insulation, and they left the wood trim around the windows and there are some gaps.
so i would like to get it redone in either fresh stucco or vinyl, but im just wondering basically what would be the most cost effective. this isnt a "forever" house, its my small starter home that i hope to upgrade from in a few years. also the stucco was painted, i read that you cant put stucco over paint without stripping it??
I live in the SW and have an adobe house with stucco. I've painted it twice in the past 35 yrs. The most recent miracle product that repairs stucco without much prep work is Elastomeric. It comes in a trowl-on form and in a paint-on form. You can also use it to patch roofs. With the elastomeric, you only need to clean up the stucco cracks with a wire brush before application. But if the repairs needed are more than an inch thick, you had better do regular stucco patch. I don't worry about texture on the house exterior but if you do, then you might not like the Elastomeric because it is pretty smooth. But the stuff is great: it expands and contracts with the weather. You can paint right over it.
