Talk to any fire fighter that has been in a home that had a fire caused by frayed extension cord and I will just about guarantee that there was a rug / carpet over the cord in question. The stress of people / pets walking over a cord combined with the grit that works its way through the carpet and the heat build-up all combine for disasterous efffect.

If you need floor outlets in a concrete slab they are going to be COSTLY, in modern offices the floors are setup with channels underneath that are designed for wires to be fished through, but homes require MUCH more work to create a "tunnel", probably thousands of dollars worth of work.

If this is a "lake home" just try to get by with lights on the walls / ceilings and maybe battery powered portable lamps / laterns...

Can they do this in a slab underneath a pre-existing house by a lake? I'd check the local building codes on this. Just curious because of any possible flooding issues.

Just because the house is by a lake doesn't mean it's the same elevation as the lake. Where I live, there are very steep hillsides around lakes. And if you think about it, even an outlet in the wall 12" from the floor has a risk of flooding if the flood is severe. Codes vary from region to region. A local registered electrician would know.

The house sits up from the lake well above flood stage. I'll just figure out furniture placement for the wall and not worry about it.

Since this is such a small room, one could consider floating the floor over 2x sleepers which would allow for in-floor outlets. The step-up, though slight, would help create visual interest and define the space.
