What's your decor style? W/ the floor you describe you have lots of options...1 inch tiles are actually a good choice in a tiny bathroom. Scrub the floor w/ a good scrub brush, make it gleam and super clean...and throw down 1 or 2 rugs....it will look great. Paint the walls, buy some really interesting wall decor...make it yours...it will be fine.
Unfortunately, because it is an apartment, I can't paint the walls, which makes me even more determined to do something about this hideous floor...

Thanks; I was actually thinking about this but didn't know where type of carpet to buy. I don't want one that's too thick or "fluffy"...thanks for the link!

This is the best option. The other ideas mentioned in this thread will look terrible at the threshold, near the toilet, along the bathtub, and walls. They're not too thick and fluffy. You can pull it up and wash it in the washing machine. If it's big, you'll need to take it to a front loader at a laundromat if you don't own a front loader.
