I would think the rate varies widely around the country.

Your statement can be confused with prevailing wage, which is the union installer wage in your area. You may want to format your question differently. The union installer will cost more, but will be a more professional installation and will stand behind their work. Money can be saved by going with a contractor who abuses illegal immigrants to maximize profits.

No union, this is a private contractor, who is licensed and insured in my state of NJ. No illegals just two guys who have a private contracting business. Where I bought my cabinets uses them for installation but they do other work as well, thought it would be easier to use one contractor to coordinate everything but his flooring rate seems high to me....

What type of material being used will affect cost also. Is this carpet, hardwood, or VCT?

OMG, it's the DREADED laminate which we are purchasing, they are just installing..the area is 25x13 and he is charging just for installing pretty dam close to 3K.....sounds high to me but I'm not familiar with rates, the cost of installing the cabinets is in the total price we are spending....

That does sound a bit high. Materials will be right at $1200, so the rest is labor, but if it includes base, and or any demo it could be considered reasonable for a large metro area.

I misread. With you buying the materials that is high. One guy should install that floor in a day, so say 12 hours x labor rate + 5% and 10% for profit, and overhead. Ask what the hourly rate is?
