In our first house, we had the same problem - 60 yrs of chain-smoking residents. It was gross. You could see the outline of where large pieces of furniture blocked the majority of smoke from staining the walls.
We ripped out all the carpeting, refinished the floors and had all the painted surfaces primed & painted. Never smelled like ciggy-butts again.
You need ZINSSER oil-based primer.
They make an odorless variety - and apparently many other kinds as well. I didn't know how many until I looked just now, and found
Kilz doesn't even come close to being as effective as Zinsser.
We had to re-do an entire house where 2 smokers and their smoking adult children puffed like chimneys for 50+ years. Someone recommended Kilz so we tried it. 3 coats later, stains kept coming through. So I started Googling around older home renovation sites, and stumbled onto the recommendation for Zinsser. Thank goodness! Not only does it work, but it goes on much smoother and takes less coats than Kilz.

A little elbow grease and 1 cup bleach to 1 gallon of warm water applied by cloth towels or rags let the moisture sit at least a minute or two, wring out the rag and scrub a 2 x 2 foot area at a time , always use a clean rag always keep the bleach water clean within reason.
Texture, touch up and use a quality pva primer or a kills product as your primer coat , you might need 2 coats but you hopefully only need 1 finish coat.
One saving grace is today we use many colors of wall paint, this could help hide and cover any bleed through.
