I'd put a bright runner on the floor.

also agree with a chair rail but a very simple one.

unless you're desperate for storage, I'd forget the shelf. There isn't room to stand back far enough to see anything on it.

I'd get a whole bunch of framed mirrors (think thrift shop/garage sale finds). Different shapes. Different sizes.

A collection of family photos. Look for old photos of family/ancestors. Things like your mother's or grandmother's high school photo, pictures of aunts and uncles when they were kids, etc. Use the same type of frame for each.

It's a hallway, upstairs between bedrooms, for cryin' out loud.

Is "boring upstairs hallway" really significant enough to spend money and time on changing it?

OP, the console table is a great idea, especially if you aren't handy and don't want to pay a contractor to install a wired light or chair rail (and wainscoting).

There are a million types of narrow console tables made for hallways, and you can find a candlestick lamp that would warm up that hallway quickly.

I like the ideas that BirdieBelle posted. I had a long, narrow hallway at one of my homes and I did family pictures in beautiful frames. Another idea would be a mirror grouping with some floating shelves and sconces that don't require electricity.
