Can anyone tell me how to utilize my basement rafters for storage?

You want to be sure the rafters etc can handle what you are going to store on them.

You could put boards or panels laid on top across the rafters. Depending on how strong the boards need to be for what you're storing on them. A few paper goods?...some used or inexpensive panels or old hollow plywood doors, for example.

Reaching the items is another thing.

Be sure they are load bearing as Petsandgadens said. Typically basement ceilings are not that high, so I wonder why the ceiling, but assuming the area is unfinished you can hang hooks to suspend things. If you are concerned about dampness you could build shelves that sit on the floor as long as you use pressure treated wood.
