I think the low flush toilets are problematic....if you have to flush twice so that a single piece of toilet paper gets removed, how is that saving water?
We have had Toto and American Standard - both low-flush and both had occasional clogs....the key is not to buy a low-flux toilet.

Might work in a Home setting... building department in some cities here requires removal of non-conforming toilets... don't really have much choice in some cases.
