The local building inspector said only 15% of the property can be impervious surface so a garage would put us over the limit and we'd have to install a recharge system. Any idea what this is, is it expensive? Have to do? Thanks

You didn't ask the INSPECTOR what it was when he told you you needed it?

I just tried googling (I don't mind learning something new!) but the first posts were about battery charging ...

Sounds like a typical government worker!
Contrary to their beliefs- they work for US!

Recharge "system" is merely a means of putting rainfall into the ground where it falls. As opposed to it running off the property and down a street.

Depending on the geology, annual rainfall, and total square footage of your property, it could be something as simple as a dry well; to as complicated and über expensive as an underground detention pond (in your case you would build the garage OVER the pond.
