Thanks everyone..

I just wanted to update...

I called a speciallist for inspection. But when he heard the issue he said its common thing and what they are doing is fine. "I can come and will charge $350 for the visit but I dont think you need the visit"

Also called the Coutry and told them about the issue.. They replied the same and also said that they will do the final inspection and anything like this will come out..

In the mean time the builder has fixed it and kept it open for the inspection by county.

So for now I think I will wait and keep watching for the first year to see if I see it appears again.

Is there any way to make darn sure that repair is guaranteed for a period of time?
