I recently moved into a house. The previous owners had put a weed barrier with rocks on top along the side of the house that has gate access to the back yard. A week and a half after I moved in, I see lots of weeds growing in this area. Is there anything I can do to prevent this? Or do I have to replace the whole thing?
Instead of toxic Round-Up heat enough plain white vinegar to fill a spray bottle in a pan on the stove. Don't boil it, just warmed through thoroughly. Pour it in the spray bottle and go to town. It really works without the toxicity or much higher cost.
Landscape fabric of all grades eventually succumb to roots growing through them. They offer nothing of a solution. So, week control of your choosing, be it roundup or vinegar or pulling weeds are your options.

Spray them with RoundUp and call it a day.
Your only alternative is to dig the entire thing up and re-do it. Of course, even if you do that it won't be long before you have weeds coming up again.
After spraying the growing ones with Roundup, you can apply a product called Preen, it's a granular weed control that helps a lot.
This is true. However, I prefer multiple applications of RoundUp (glyphosate) simply because it's a contact herbicide. Preen leaves granules that I'd rather not have my dogs rolling in.
Personal preference, I guess.
