I do have a plastic liner down in the crawl space though already.
Then for moisture under the house you're fine. As to your parents, if they have a crawl space then the should have the thicker white liner as a FYI.

But back to insulating the floor. Partial will be a waste as heat will be lost through the walls in the room. So its all or nothing.

Is this a oil heated house or a heat pump heated house?

It's a combo of natural gas and heat pump. Natural gas only kicks in when it gets under 45 degrees i think. It's a big unit. Trane.

Its going to be real cold the next few nights, so the heat pump may have a little fight to stay in the mid to high 60's. Recommend you go and purchase a few portable electric radiators and keep the doors closed as we're going to have extreme cold that is not normal for VA.

Its a dual fuel heat pump and the gas will kick in for AUX heat. You will be fine.
Sorry to disagree, but its not really all or nothing. ANYTHING you do will be an improvement. Maybe only for a part of the house, but it WILL be an improvement.

Do portable electric radiators use a lot of energy?

It depends on its usage. If you and your housemate are running the HVAC at a low temperature just barely enough to keep the pipes from freezing and not using all the rooms in the house, then it'll be helpful in warming the rooms you sleep in at night. How was it last night? We woke to 10 degrees this morning outside and 70 overall inside so I know my electric bill will be high next cycle (as we are going to have nights in the teens for at least four more nights).
